           George Vincent Phelan was born on 21 November 1893 at 434 Baldwin Street, Waterbury, Connecticut..1,16,17,18,19,20 According to his daughter, Hermiline, George had to wait until everyone was finished eating at dinner time to see if any food was left over because being the youngest, he was not working.21,12

     Due to a need for men to serve during World War I, the United States instituted a draft. The first registration was for men between the ages of 21 and 31. As a result, this registration included men born between June 5, 1886 and June 5, 1896. George Vincent Phelan filled out a draft card on 5 June 1917 at Waterbury, Connecticut. He was of medium height, medium build, had blue eyes and brown hair. He claimed exemption based on the fact that he was manufacturing government work. It was also noted that his mother was dependent upon him for his support.34 He resided on 5 June 1917 at 332 Baldwin Street, Waterbury, Connecticut, with his mother, Mary, and siblings John, and Dennis. His great uncle, Daniel, was also listed in the directory at this address.34,35 According to his nephew, Ralph Phelan, George loved to play cards. Kids loved to dare him because he would do anything on a dare. He never went to the "joints" and only drank at weddings.12 He resided with John J. Phelan, Daniel Phelan, Dennis John Phelan, William F. Phelan, Sarah A. Phelan, George Christopher Reilly and William F. Rielly in 1920 at 332 Baldwin Street, Waterbury, Connecticut.36
     George Vincent Phelan married Helena Bowers, daughter of Frederick W. Phelan, George Vincent Phelan Jr. and John Raymond Phelan.8 George Vincent Phelan resided in April 1942 at 28 Luke Street, Waterbury, Connecticut.43 He filled out a draft card on 27 April 1942 at Waterbury, Connecticut. The Fourth Registration, often referred to as the old man's registration, was conducted on 27 April 1942 and registered men who were born on or between 28 April 1877 and 16 February 1897-men who were between 45 and 64 years old-who were not already in the military. The card describes him as having a light complexion, weighing 175 lbs and measuring 5 ft 6 in tall. He had blue eyes and gray hair and had a scar on his nose.43 He and Helena Bowers resided in 1946 at 28 Luke Street, Waterbury, Connecticut, with their children Hermiline, Ruth, George and John.44 Ada Fehrs, wife of Joe's second cousin, Hy Fehrs, said that every Sunday, George and Joe Phelan would go to the Bergin's house (Margaret?? on Rose Street?) and play cards.45 George Vincent Phelan and Helena Bowers resided in 1957 at 28 Luke Street, Waterbury, Connecticut.46 George Vincent Phelan died on 23 June 1957 at Waterbury Hospital, Waterbury, Connecticut, at age 63 of congestive heart failure.47,9,11,12 He was buried on 26 June 1957 at Calvary Cemetery, Waterbury, Connecticut.9,11
